Orange County and the City of Orlando operate separate building departments with their own permit processes. Here's what that means for your project.
The City of Orlando operates its own Building & Permit Services department — separate from Orange County's Building Division. If your home is within Orlando city limits, permits route through the city, not the county. Winter Park, Apopka, Ocoee, and other municipalities also maintain their own departments. We confirm jurisdiction before applying.
Orange County adopted by-right ADU approval under Florida's Live Local Act. This means qualifying ADUs cannot be denied by the county on zoning grounds alone — but the building permit process, utility connections, and setback requirements still apply and must be navigated correctly.
Orange County and City of Orlando both see high construction volume. Building inspection scheduling typically requires 3–7 business days lead time. We account for this in every project timeline so inspection delays don't become your problem.
A significant share of Orange County homes are in HOA communities — especially in planned developments around Lake Nona, Dr. Phillips, and Windermere. HOA approval for exterior ADU work is separate from the building permit and must be obtained before construction begins.

The single most important thing to get right on an Orlando project is the jurisdiction determination. A home in Lake Nona is Orange County — it does not go through the City of Orlando building office even though locals call the area "Orlando." Same for Dr. Phillips, Windermere, and most of the southwestern suburbs. Submitting to the wrong office delays your project by weeks.
For ADU projects specifically, the Florida Live Local Act has changed what is approvable — but the impact fee schedule and utility connection requirements are set at the county level and can add $8,000–$18,000 to a project budget if not identified upfront. We identify every fee at the site visit before we write a number.
