Tampa / Hillsborough County · What homeowners need to know

Why the license matters in a kitchen remodel

Tampa and Hillsborough County operate two separate building departments with their own permit processes. Kitchen remodels often touch plumbing, electrical, and structural — all require licensed contractors and permits, and knowing which office to file with matters.

Dual Jurisdiction: City vs. County

The City of Tampa runs its own Construction Services Center — separate from Hillsborough County's Development Services Department. A kitchen in Carrollwood or Riverview is unincorporated Hillsborough County, not City of Tampa, even though everyone calls the area "Tampa." Submitting your permit to the wrong office costs you weeks. We confirm jurisdiction before we file anything.

Slab Plumbing Cuts

Moving a sink or adding an island with plumbing means cutting the concrete slab in most Hillsborough County homes, especially in slab-on-grade construction common throughout the Tampa Bay area. This is almost never in a low-ball estimate from contractors who haven't reviewed your layout. Slab cuts run $900–$3,500 depending on scope. We identify this requirement at the site visit — before you sign anything.

Permits Required

Hillsborough County Development Services or City of Tampa Construction Services Center requires permits for any plumbing change, electrical panel work, or structural modification — all common in kitchen remodels. Permit fees run $300–$650 depending on jurisdiction. Without a permit, your homeowner's insurance may not cover a loss, and the work shows up as unpermitted on your title when you sell.

Electrical Updates

Modern kitchen codes require GFCI-protected circuits, dedicated circuits for appliances, and updated panel capacity for induction cooktops or double ovens. We coordinate licensed electricians under the GC permit — you don't manage separate contractors or separate permits.

One Point of Contact

Dariceli manages every kitchen project personally — not a call center, not a subcontractor who doesn't know your scope. One phone number, one contract, one person who knows your job from first call to final walkthrough. Now active across Tampa and all of Hillsborough County.

Developer Pricing on Materials

As a licensed GC and developer, we purchase cabinetry, countertop slabs, tile, and fixtures at contractor and developer rates. That cost difference goes back into your project. Your $25K goes further with us than with most kitchen contractors in Tampa.

What kitchen contractors navigate in the Tampa market

The Tampa Bay metro spans two major permit jurisdictions and a mix of construction types, from historic bungalows to new-build concrete block. Here is what shapes every kitchen project in this county.

Permit Authorities

  • Hillsborough County Development Services: 601 E Kennedy Blvd, 16th Floor — covers unincorporated areas
  • City of Tampa Construction Services Center: 2555 E Hanna Ave — separate jurisdiction
  • Plant City, Temple Terrace — independent building departments
  • Carrollwood and Town 'n' Country are unincorporated Hillsborough County, not City of Tampa

Kitchen Permit Fees & Timelines

  • Full kitchen remodel permit: $300–$650 depending on scope and jurisdiction
  • Separate electrical permit: $150–$400 for panel or circuit additions
  • Plumbing permit (slab cut or relocation): $200–$500
  • Hillsborough County Development Services: 3–5 weeks residential
  • City of Tampa: 2–4 weeks with a complete submittal

What's Different in Tampa Kitchens

  • Construction type split — concrete block (CBS) in newer suburbs (Riverview, FishHawk, New Tampa) vs wood-frame bungalows in historic districts (Seminole Heights, Hyde Park, Tampa Heights)
  • Historic district review adds a permitting layer for exterior changes in Hyde Park, Seminole Heights, and Ybor City — additions and window changes trigger it more often than interior kitchen work
  • Flood zone requirements affect slab elevations and rough-in near the bay — South Tampa, Davis Islands, Apollo Beach
  • Fast-growing suburbs (Riverview, FishHawk Ranch, Wimauma) often carry HOA architectural review on exterior changes

Common Kitchen Projects

  • Full gut-and-rebuild with island — New Tampa, Riverview, FishHawk
  • Historic bungalow kitchen renovation — Seminole Heights, Hyde Park, Tampa Heights
  • Cabinet and countertop refresh — Brandon, Carrollwood, Valrico
  • Investment / rental property kitchen update — Brandon, Riverview, Temple Terrace

The single most important thing to get right on a Tampa kitchen project is the jurisdiction determination. A home in Carrollwood or Town 'n' Country is unincorporated Hillsborough County — it does not go through the City of Tampa building office even though locals call the area "Tampa." Same for Westchase and most of the northwest suburbs. Submitting to the wrong office delays your project by weeks.

Kitchen permits here also touch multiple trades — the building, mechanical, electrical, and plumbing departments can all be involved in a single remodel. We know how Hillsborough County's plan reviewers expect documentation and how the City of Tampa's process differs, so your permit doesn't bounce back for a jurisdiction or paperwork error.

"The permit was pulled through the City of Tampa, the inspections were scheduled, and we never had to call the office once. The kitchen came out exactly as planned — on time and on budget. That alone puts them above everyone else we've used."

"They told us upfront that our historic district overlay in Seminole Heights required review before any exterior change tied to the kitchen addition. Every other contractor glossed over it. Dariceli walked us through the whole process — no surprises."
